The reason why this man was not rumbled earlier is because no one appears to have been ready to make a stand about his behaviour. Anyone with any knowledge of similar conduct should have reported his behaviour and/or put it in the public arena. Any pupil or parent wanting to ensure that this teacher is not allowed to remain in a position where he can overstep the pupil/teacher boundary again should report any similar incidents at this school or other schools to the local paper.
